Works in common areas
The ordinance regulates the licence and the declaración responsable (a sworn statement filed before starting works) as means of municipal control. Building works that require municipal control and are not subject to a licence are subject to a declaración responsable (art. 26 and annex II.A).
Ordenanza 6/2022 de Licencias y Declaraciones Responsables Urbanísticas (BOCM 17/05/2022)
Among others, a licence is required for works that need a technical building project (annex I.1), partial works on listed buildings that affect protected elements (I.3) and lift towers on the outside of residential buildings that occupy green space or the public highway (I.9).
Neither a licence nor a declaración responsable is needed for conservation works that consist of replacing interior finishes in the common areas of residential buildings without architectural protection. The ordinance does not mention the façade, entrance hall or roof: the procedure depends on whether the works require a project or the building is listed.
ITE and IEE
The 2011 ordinance sets a periodic technical inspection every ten years (art. 14), the responsibility of the owners (art. 15), for buildings more than thirty years after the works were completed (art. 16), with the first one within the calendar year after the building turns thirty (art. 21.2).
Ordenanza de Conservación, Rehabilitación y Estado Ruinoso de las Edificaciones (BOCM 26/12/2011)
The City Council's website states that residential buildings with several homes that are over fifty years old must submit the IEE within a maximum of five years of reaching that age, and that it replaces the ITE if the ITE was due for renewal in that period. Both figures (30 and 50 years) coexist in the sources: confirm your case with the City Council. If you apply for aid, the IEE must have been submitted before the application.
Ayuntamiento de Madrid: Informe de Evaluación de Edificios (IEE), plazos
The City Council has a lookup by address showing the year your building's inspection is due.
Aid for lifts and renovation
The Plan Rehabilita Madrid 2026, from the Área de Políticas de Vivienda (housing policy department), was launched in June 2026 with 50 million euros and includes an accessibility line: installation of lifts, ramps, lifting platforms and video door-entry systems. Check on the sede electrónica (the council's online office) whether the call is still open: we have not been able to confirm it.
